WhatsApp Pricing in Morocco Changes on 1 October 2026: The Exact New Rates
Utility and authentication messages go up 475%, marketing 84%, and service messages stop being free. Here is the full Moroccan rate card and what it will cost you.
Two changes land on the same date
On 1 October 2026 Meta changes WhatsApp Business Platform billing in two ways at once, and Moroccan sellers catch both of them together. That is why the numbers people are circulating look so much worse than a simple percentage increase would suggest.
The first change is global. Service messages, meaning the ordinary free form replies you send while the customer service window is open, stop being free. Since November 2024 they have cost nothing anywhere in the world. From 1 October they are billed per delivered message, at the same rate the recipient's market pays for a utility template, after a monthly free allowance.
The second change is specific to nine markets, and Morocco is one of them. Bangladesh, Iraq, Kazakhstan, Kuwait, Morocco, Nepal, Oman, Sri Lanka and Ukraine all leave the regional grids they are priced under today and move to standalone country rates. For Morocco that means leaving the Rest of Africa card, which is one of the cheapest in the world.
Neither change on its own would be dramatic. Together they take a category of message that costs nothing today and price it at a rate nearly six times what a Moroccan utility template costs in September.
Morocco's new rate card, line by line
These are the published per message rates for a WhatsApp message delivered to a Moroccan number. Rates are charged in USD against the payment method on your WhatsApp Business Account, and they depend on where the recipient is, not where your business is registered.
The authentication international rate is new for Morocco. It does not exist under the regional card and applies to one time passcodes sent to a Moroccan number from a business operating outside the market.

The 1,000 free service messages, and what actually counts
Every business phone number gets 1,000 delivered service messages per calendar month at no charge. Billing starts at the 1,001st. Four details about that allowance decide whether it covers you or runs out in the first week.
It is granted per phone number, not per business. A store running three numbers has three separate allowances of 1,000, and a store running one number that handles all its traffic has one. It resets at the start of each calendar month and nothing carries over, so an unused allowance in a slow month is simply gone.
It counts delivered messages, not conversations. This is the part that surprises people who learned WhatsApp pricing under the old conversation model. If your team or your automation answers one customer with five separate chat bubbles, that customer consumed five of your thousand, not one.
It does not care who wrote the message. A reply typed by a human agent in your inbox and a reply generated by software both count as service messages and both draw down the same allowance.
Utility templates lose their in-window exemption too
This one is easy to miss because it is a removal rather than a price. Since July 2025, a utility template sent while the 24 hour customer service window is open has cost nothing. That exemption ends on 30 September 2026.
For a cash on delivery store this is the change with the longest tail. Order confirmations, dispatch notices, tracking updates and delivery reminders are all utility templates, and the natural moment to send them is right after the customer has been talking to you, which is exactly when the window is open. From 1 October every one of those is a billed message at $0.0230.
There is one exception and it is worth understanding precisely, because it is the difference between a bill and no bill at all.
What does not change: the 72 hour free entry point
Meta is leaving the Free Entry Point window completely untouched on 1 October. It remains the only mechanism that makes WhatsApp messaging genuinely free rather than merely cheap, and from that date it is worth far more than it is today.
It works like this. A customer arrives at your WhatsApp from a free entry point: a Click-to-WhatsApp ad on Facebook or Instagram, a post on your Facebook Page, or the WhatsApp button on your Facebook Page or Instagram profile. If you reply inside the first 24 hour window, Meta opens a 72 hour window measured from your reply. For those 72 hours every message you send that customer is free, in every category, including marketing and utility templates.
A store whose customers mostly arrive from ads and whose conversations finish within three days can therefore pay almost nothing in Meta message fees, at the new rates, exactly as it does at the old ones. A store whose customers arrive organically, or whose conversations drag on past the third day, pays for every single reply.
That is the real shape of the 1 October change in Morocco. It does not make WhatsApp expensive. It makes the gap between a well run WhatsApp operation and a badly run one enormous.
Add a payment method or delivery stops
Meta requires a valid payment method on the WhatsApp Business Account before charging begins. Numbers without one stop delivering messages once they pass into billable territory, which for most active stores means within days of the month starting.
This catches people who have never paid Meta anything, because until 1 October it is genuinely possible to run a small WhatsApp operation at zero cost and never attach a card. Add it in WhatsApp Manager under Account Tools, then Payment Methods.
Attaching a card does not create a charge. If every conversation you have falls inside a free entry point window, or inside your 1,000 monthly service messages, the card is never billed. It is a delivery requirement, not a subscription.
Who this hits hardest in Morocco
The increase is not evenly distributed. Two stores with identical order volumes can end the month with bills that differ by an order of magnitude, depending on four things.
If you recognise your operation in the first list and not the second, the rate change will barely register. If it is the other way round, budget for it now.

- How long your sales cycle runs: a deal closed on day one is free, the same deal closed on day five is billed from hour 73
- How many messages you send per conversation: Meta counts delivered messages, so a reply split across four bubbles costs four times a reply sent as one
- How many numbers you run: each one carries its own 1,000 message allowance
- How much broadcasting you do: marketing templates at $0.0414 become the most expensive line on the card by a wide margin

Does the 1,000 free service messages allowance apply per business or per number? Per business phone number. If you operate three numbers you have three allowances of 1,000. The allowance resets monthly and unused messages do not carry over.
Is the WhatsApp Business app affected? No. These rates apply to the WhatsApp Business Platform, the API used by software integrations. The free WhatsApp app and the WhatsApp Business app on a phone are not billed per message.
Can I still send WhatsApp messages for free in Morocco? Yes, in two ways. Conversations opened from a Click-to-WhatsApp ad or another free entry point stay free for 72 hours from your first reply, in every message category. And the first 1,000 service messages delivered from each of your phone numbers each month cost nothing.
